Black screen/will not charge

Our iPad ii is drained, I guess. The screen is black. When plugged up to charge the plugged shows red, indicating charging. The ipad does not charge and will not turn on.

Is there a diy solution to the problem or can Apple provide service. Really cannot afford a new iPad. Oh, is there any way to transfer contents to another pad or PC?

You could have a failed battery, but could you try another charger in case that is at fault. Next, try a a forced restart. Hold the on/off switch and the home button together until, hopefully, you see the Apple logo and the iPad wakes up. If still no joy, you could take it to an Apple store who can run a diagnostic test on the iPad.

You can only transfer your data to another device if you have made a backup, either on iCloud or iTunes.
 
Does iTunes recognize the iPad when you connect it to your computer? If not, wait a while to see if an extremely low charge on the iPad is the problem. If iTunes still does not recognize the iPad, the trip to an Apple Store Genius Bar for a free diagnostic is warranted. BTW, unless you can get iTunes on your computer to recognize the iPad it can’t be backed up and if you have no existing backup you won’t be able to restore this iPad or set up another iPad with the data from this iPad.
