Setting MSN as homepage

They are talking about Safari on the Mac. There is no Homepage setting for Safari on the iPad.
What you can do is visit the page you want in Safari, then tap the icon to the left of the URL field and choose Add to Home Screen. This will save a short cut icon to your home screen. You can use it to open Safari directly to that page.
