Adding 'Settings' items to Desktop

Hi,
Is it possible to add a shortcut to the desktop (if that is the correct term.) on the iPad.

I want to be able to add the VPN app so it is easier to access, well 2clicks less anyways.
I guess I should read up on configuration profiles & dependancies etc...

I wish...I've been wanting a bluetooth toggle on the home screen since I first got the iPhone...the newest version of the OS still hasn't stopped me from way too many taps and swipes to switch my bluetooth motorcycle helmet to my bluetooth speaker (and vice versa) while arriving to and departing from my apt.
