Hi and welcome to the Forum!
I have never heard of this and so I googled it and this seems to be more to do with eBay rather than it being something wrong with your iPad. Apparently there are different API error codes you can receive and depending on which one can be something as simple as the item being pulled from EBay. It may be an idea to get in touch with eBay depending on which code you've gotten..... Have a look at this link I found on Google and match the code you have.
