Apple Configurator Help Needed

Apple Configurator has failed with three apps to allow the proper download of codes to devices. For instance. I purchased 42 Keynote codes for 41 devices. The first code is always used to pull the app into the iTunes library (and is never reassigned, it seems, to a device as the literature indicates it should be). After loading the Keynote app to 3 devices, the number of available license went to 0 and the rest of the codes n the spreadsheet are checked with no associated device or explanation. I have had this happen with two additional apps - Spelling Hero and Theodolite. How can I reclaim these codes, since there is no associated device to unsupervise - as listed in the literature. Our school district cannot afford to lose over $200 in codes - especially when we are doing everything possible to get the entire district in VPP compliance.

I can get screen shots for this on Monday, to prove what I am talking about ... but this is a serious issue for something designed to help educational facilities and businesses be in compliance with VPP.

I don't see any HELP for this issue and I have a similar problem. We have 40 devices in 2 carts of 20. I had been using 2 Macbooks to supervise them but with the problems in the VPP program and splitting the spreadsheets generated over 2 carts, I decided to move the second cart to the first machine so they could all be supervised on the same machine. I removed the VPP apps from the machines that I planned to move and verified that the codes had been released. Then I unsupervised the devices on the second cart. When I tried to supervise and install apps with the first computer, I got an app not available message on all of the machines. How do I move the codes if upsupervising doesn't free them?
