can someone tell me if will be able to use my apple ipad mini in bali, do I need a datapack or can I buy a nano sim in bali

You should be able to use it in Bali. Contact your local cellular provider about getting the nano SIM card and about setting up a data plan. They would be able to tell you what plans are available and the cost of those plans. You can then choose which plan is best for you.

Internet access via WiFi is available without a data plan or even a SIM card but you would be restricted to Internet access use to your home WiFi network or wherever WiFi hotspots are available.
