application icons do not shake!

I've bought an ipad 2 and I face the following problem. I keep my finger on any application icon and the icons do not start to shake. Therefore I cannot group them. Has anyone experienced this problem? Is it a software of hardware malfunction?

HI Amarkord-try to restart your ipad and see if that helps you. To restart, just press the power button until you get the lock switch to power off. Do this, than start back up to see if the ipad worked it's kinks out.

I have already restarted it, but again nothing! Apart from it, ipad works perfectly! I cannot figure out the reason. I plan to install again IOS 5 as the only possible solution.

Do you think that it has something to do with ios 5? I don't think that this was a "new" feature highlighted with 5.

Have you checked Restrictions in the Settings App, you may it set so that Apps cannot be deleted?
