Apps still take forever to download

I would check your wifi dude. I recently upgraded to 75/35 and The speed of downloading apps is BREATHTAKING!! Anyway, I would start there.

Yes, as DustBuster has said I would check your Internet speed....there are free apps available which can do this...hopefully others can name them, I think there's one called Speedtest

Just me probably, but I don't like myself or someone else being addressed as "dude". Seems somehow disrespectful. Like the cowhand boss addressing someone new on the ranch. I had a door-to-door salesman trying to address me as such recently. Aside from telling him he needs more training in customer relationships, there was not much further to the conversation.
Is the OP female? I think "dudess" would sound even worse. Just IMHO.

My WiFi works fine. The first 75%of the app is downloaded fast but then it stops, and it then takes a lot of time get the last 25% installed.

Trying closing your apps completely and do a reset and see if this makes a difference.

From the home screen do the four finger swipe up or double press the home button to reveal your multi task bar. These are all the apps that you have opened at one time. Long press the app until it jiggles and a red minus sign will appear above it. Press the minus sign, this will close the app, not delete it, now press the home button to return to your screen. It's also a good idea to close all these apps, as it helps the iPad run smoothly

Reset - Hold the power off button and the home button simultaneously, keep holding them in and you may see the power off slide appear and disappear, wait until you see the Apple logo appear before releasing the buttons. It will take a little longer for your iPad to start.
