ATT data tethering to ipad withou tether plan? (on android)

So I currently have a rooted HTC inspire 4G with a 2GB data plan. ATT is apparently the nazi of phone providers and likes to control everything, so not only did they cap their plans, but they made a separate one for tethering. Back on topic, I regularly only use between 400-500MB of data on my phone, and I feel like I'm wasting 15 of the 25$ I pay for the plan. Is there any way for me to tether the data to my iPad without ATT forcing me to add the tethering plan?
