Backing Up APP Question

Hello,

I guess that after a while, you accumulate a meaningful $ amout of APPS.

My understanding is that they are automatically put on iCloud. True ?

But, if so, they disappear after 1 month.

So, what's a good way of backing up all the APPS ?
Can they be saved on a Windows PC ?

Or, does Apple have a record of them, and they would re-send to a new iPad, or,... ?

BTW: is there anything on the iPad3 similar to "shortcuts" on a windows PC ?
e.g., can one have a shortcut, or something similar, in one or more created Folders that point
to a particular APP that is located somewhere else (for the regular APP icon) ?

Apps do not disappear after one month, as long as they are still available in the App Store they can be re-downloaded from the purchased tab at any time.
