Best way to turn ipad 2 into Cell Phone

Am trying to turn my iPad into a phone. I have heard of Line2, google voice, Text free, and other apps. What I want to know which one is the best my criteria is the ability to call and text, price and price options. I use to use line2 but it was not all that amazing. Just let me know what you know about iPad to iPhone.

Has anyone tried NetTalk? I know a few people who use it to make free national calls (USA only) from their Android enabled devices. Not sure if its available for the iPad/iPhone, but I'm sure it is since its such a huge market.
