Bookmark Icon

Navigate to the page you want to bookmark in Safari. Tap on the action icon (box and arrow to left of URL bar) and choose 'Add to Home Screen'. You'll get a chance to rename the icon before adding it.
 
Will this let me add and save all sites like in Favorites? Or can I add a folder and name it bookmarks ?

Bookmarks and history
When you save a bookmark, you can edit its title. Bookmarks are normally saved at the top level of
Bookmarks. Tap Bookmarks to choose another folder.
Bookmark a webpage: Open the page, tap , then tap Add Bookmark.
View previous web pages (history): Tap , then tap History. To clear the history, tap Clear.
Open a bookmarked webpage Tap .
Display the bookmarks bar Tap the address field. To always show the bookmarks bar, go to Settings >
Safari, under General.
Edit a bookmark or
bookmark folder
Tap , choose the folder that has the bookmark or folder you want to edit,
then tap Edit.
Use iCloud to keep bookmarks
up to date on your iOS devices
and computers
Go to Settings > iCloud, then turn on Bookmarks. See “Using iCloud†on
page 18.
Sync bookmarks with the web
browser on your computer
See “Syncing with iTunes†on page 19.
 
Go ahead and save a couple of your favorite sites to the Home Screen. Tap an hold on any icon on the Home Screen until they start to jiggle. Now drag one of the icons on top of the other. It will create a folder with both icons in it.. While everything is still jiggling you will have an opportunity to change the folder's name. Tap the Home button when finished.

Now whenever you create a new icon, do this again, only drag the new icon onto the folder. You can make several folders for different categories if you like.

If you need to change the folder's name latter, open it and then tap and hold on an icon. When they start to jiggle the folder name will be editable.

You can also group normal apps this way. It is a convenient way to keep seldom used apps grouped together.

Be careful not to tap on the small x in the corner of the icons. This will delete the app or bookmark from the iPad.
