Bro's iPad 2 (Wifi) Maps does not have turn-by turn, but my iPad2 (3G + Wifi) does

Hi,

Just installed iOS 6 on my iPad 2 (3G + Wifi) and my brother installed it on his iPad 2 (Wifi only). In my Settings->Map I can adjust the navigation voice volume but my brother doesn't have that option. When we both get directions and start to route, I get the voice turn-by-turn navigation but my bro does not. Is this because he has the WiFi only version? He tried retarting his iPad and still no luck. Thanks in advance for any tips you can provide!

GPS requires having the 3G to function. The wifi only does not have the integrated GPS that is on the 3G chip.
