It doesn't matter whether or not you ever use iCloud, iCloud lock is a security measure introduced by Apple last year that prevents a device that is iCloud locked from being activated or erased unless the Apple ID and password of the original owner is input.

Without that ID and password the device is little more than a brick. My advice is to never buy an iCloud locked iPad. You're not saving anything by buying such a device.
