Can a mouse with a scrollwheel work with the iPad?

I would like to scroll the page in my pdf reader using a mouse's scrollwheel instead of swiping the screen.

Can a mouse with a scrollwheel be used to do scroll the screen?

A mouse does not work with a touch interface because there is no cursor to manipulate.

If you Google mouse & iPad there are a lot of links on people using a mouse with a Jail broken iPad.

However I just want to use the scroll wheel to scroll the screen up or down. I do not want to click on anything even if that doesn't make sense there's no pointer.
