Can I play online Scrabble with a pc from myipad?

If you mean the popular game, Words With Friends, sure! They can play you via Facebook and you only have to get the game/app from the App Store. I play lots of people that way.
If you don't mean that game, but the real Scrabble, then maybe you can use a remote desktop app and so be able to log into YOUR computer. Then, you can play your friend that way.

The official Scrabble game on the iPad will also work with the FaceBook, allowing you to play against anyone with FaceBook access, even on a PC.
Last time I used this it was a little tricky getting the game set up, but usable. That was half a year ago, so hopefully they've got the kinks worked out.
Some day I'll have to try Words with Friends.

Not an answer to your question, but I am heavily addicted to Scrabble on my IPad and Words with Friends. Another fun game is Monopoly HD on the IPad. I even deleted all my Angry Bird games because I never play them anymore. Oh, I adore my IPad.
