Can't Connect to Itunes Store

Hi. Completely new to Apple products here. I bought an Ipad 2 a week or so ago and am trying to set up my itunes store from here in Costa Rica. Every time I try to complete the process for the store with my credit card, it says I cannot connect. Thanks.

Where did you buy the iPad? Sounds like a region specific problem. (just a guess)
