Can't download some JPEG files using iTunes on iPad 2

I'm using iTunes to download photos from my PC (Windows 7) to my iPad2. Some photos download OK but some don't. With these photos I get the following information "Some of your photos were not copies to the iPad because they cannot be displayed on your iPad".

Has anyone else had this problem and if so, is there are reason?
