Carrier agnostic

Hello

Can anyone tell me if its possible to purchase a Ipad 3 from Apple that is carrier agnostic? Specifically we would like to have the ability to change out the SIM when the unit goes over seas to various other countries.

AFAIK all iPads are unlocked at time of purchase. If the purchase price is not subsidized by a carrier, there is no contract with any carrier, so you are free to set up your own plan or plans.

I'm under the impression about both US versions can use 3G networks in other countries.
