creating Apps to publish Report

i am new here and in the Apps & Iphone Area as well.
I would like to build my own Apps to publish reports.
1) I would like to know the steps to follow to develop apps
2) Where i can find Apps templates for reporting issue
3) a guide to follow to build the layout
