i have had some problem when i had to read an sms message on ipad.so i thought to create an application that sends and receive messages,but i haven't found where to read some documentation and api's.Is it possible to read the sim card?if so where can i found some documentation and apis?

The ipad has the capabitlities to send and receive calls, but not texts yet.
You won't be able to find documentation because it has never even been done before.
