Is anyone familiar with this ap? I do watch video with the official Ipad HDMI cable. But am considering purchasing the ATV. Does this enhance either or both?

I've been a user of DisplayOut since the beginning. It was one of my first iPad tweaks

DisplayOut is of use to you if there is content that you want to show on your TV / Monitor / Projector using the HDMI cable which you cannot normally show due to the restrictions imposed by Apple. So, for example, many games and video apps don't allow their content to be displayed externally by default.
It also enables all content to be streamed over AirPlay to the AppleTV, regardless of the restrictions imposed by Apple.

So, the question about whether it will be of use to you or not really boils down to whether you ever run into an issue of wanting to watch something externally but are unable to do it because the app won't let you... If you don't ever run into this problem, then it probably won't be much use to you
