Do you have to restore to update your jailbroken iOS?

If i Jailbreak my iPad/iPhone now, with the latest firmware on it, will I need to restore my firmware if I want to update to iOS 7.1 when it is out?

Yes, you will have to restore whenever you update your iOS.
