Dont text and drive app

Dear,
I am writing a new app regarding dont text and drive, the ipad will auto lock when connecting to wifi or 3g so that the user cannt text while driving, can any one help me with that and am new to ipad app coding..

So you want to make an app that will prevent the user from texting and driving?
You do realize that the iPad can't send text messages, right?
