Hello, when I click to download apple ask me for verify payment what is that mean when it's free THEN ?

Maybe there's an outstanding balance, or the information for your payment method isn't right. To see your payment method, go to Settings - iTunes & App Stores, tap your Apple ID and choose "View Apple ID". You'll have to enter your Apple ID password, before you can take a look at it.
At the top, right under your email address, you'll find "Payment Information":

Tap it to see and edit this, if needed.
 
Hello,sir I can purchase as I did I click none in payment section second I saw ur sceen shot it's different from from mine I did not have GIFT / DEVICE ATTCHED option. I click subscription button it's ask my loction I updated can its affect in downloading tkz

Updating doesn't affect downloading. If you have "None" as payment method, you won't find "Gifts", I think, because it shows the "Gift History" (amounts/books/songs or albums you gifted to someone else). Subscriptions won't help here, afaik. It's the payment method and balance you have to take a look at.

Try this and see if it will change the situation:
Go to Settings - iTunes & App Store, tap your Apple ID and sign out. Then sign in again with the same Apple ID (Existing Apple ID).

Hijacking...means you took over a thread topic to make it your own and asked a question unrelated to the topic being discussed.
 
It merely means that some apps, even though free, later try to get you to upgrade for a small fee and if so they like to know that you have a credit account to pay for such an upgrade. Almost all free apps now have newer, special features that they offer for as little as 99' or more. Goes with the territory. You won't be charged on your credit card if you don't ask for their special upgrades....so breathe easy, all is well.
