Downloading Apps

When I attempt to download an new App, a message comes back indicating that I do not have the memory and that I should go to Settings. In settings, it shows that I have 3.6 G left in Icloud and not sure how to change?
 
Its not space in icloud you need but space on your ipad itself. You need to delete something off it, photos, videos, apps anything you don't need anymore.

Apps are not stored in iCloud, but rather on your device. Delete some content off your iPad and try again.
