Downloading free app need help

When I try to dl a free app it's asking to verify billing info, why

If downloading directly from the iPad you should only get the password prompt (which is your iTunes password). If downloading directly from iTunes on the PC you'll get the sign in box. Regardless of what you download, though, you'll always get a prompt, even if its free. Actually, its a benefit to you to have this precaution. If someone took your iPad they could download whatever they wanted to the device without a password and your account would be charged.

No when I hit install, it goes to a screen that says to make a purchase hit continue I don't understand because it's free

Even if an app is free you still "purchase" it. In fact you'll even get a receipt via e-mail for $0.00.

I changed my I'd on the site but when I go to make purchases my old address is still there or do I have to go in iTunes and change that

On your iPad, go to Settings then Store and sign out of your account --

Once you do that, you will be able to create a new account (or sign back in to your original account) --
