Is it possible that mobile devices are blocked from connecting to the University email account? Have you contacted the University to see what the problem is?
You may have to register your device with the University. You may even have to download a security manager app, like McAfee Enterprise.
The campus IT department can tell you.
I would contact the university help desk. Ours has instructions for setting up an iPad. And, in our system, you have to download a security certificate first.
