I have 2 emails in my inbox. I can delete one of them and when I try to delete the other one, the email program closes and puts both emails back into the inbox. I've rebooted. Any suggestions? Advice?

Are you using the POP or IMAP mail protocol? And, when you 'reboot' did you try to close the Mail app in the multitask bar too?

Double click the home button and it will appear, touch and hold the mail app and you will get a small minus symbol in the top left hand corner, touch this and the app will shut down.

Are you trying to delete with a swipe on the message header in the message list? The swipe brings up a red delete button. (I always view mail in landscape view)
