Facetime needs wifi to work?

Was wondering if FaceTime only works on wifi? I tried to FaceTime my daughters iPhone 4S and it didn't work. Worked fine on wifi. Shouldn't it work fine through her carrier Verizon? Thanks for any info.

Unfortunately FaceTime only works if you are using wifi although if you are jailbroken then I believe that there are tweaks available that allow FaceTime over 3G.

FaceTime help

Need help using FaceTime. I have wireless in the house and use iPad2 for e-mail.
Two relatives have new iPod Touches and can FaceTime each other, but not me, and I can't call them either.
When I choose their e-mail address, it starts FaceTime & shows their name, but doesn't start ringing.
Then it says "failed"
When they call me, they hear ringing, but I don't hear ringing of the incoming request on my iPad.
Can you help - I just don't know how to get it started, & the user manual didn't help.

The only thing I can think of is your WIFI is slow. A buddy of mine tried to FaceTime me and he cut out the 1st 5 seconds but it did ring. If that's not the case I wouldn't know.
