In Settings - Wi-Fi, turn off WiFi and on again.
Restart your device - turn it off, wait for a few minutes and turn it on again.
Go to Settings - Wi-Fi, tap the internet connection, select "Forget this Network", then set it up again.
Restart the router, if the steps above didn't help. (Turn it off and on again.)
The only option restart wifi device is remain I will restart after hour because others doing work on same connection who it possible that all thing run on some connection even this forum rigth now I m using ?
Something else in the meantime. Perhaps you don't need to restart your router, and if you can access this forum without problems, it's perhaps because of FaceTime:
An important question: is your iPad up to date? The latest software is iOS 7.1.1. If you are not, please update your device. It should resolve problems with FaceTime calls.
Apple made some updates/changes to FaceTime and iMessages a couple months ago. This broke both services for many people running older iOS version, pre iOS 7.
If you are still on iOS 6 or earlier, this may be the problem.
Though there has been no official response from Apple, that I know of, their current recommendation for a fix appears to be to upgrade your OS version.
Since it seems to be a network problem, is there another network, say a coffee shop or library network where you can try?
If it is your home network, try turning off the router, forgetting the network on your iPad, turning the router back on, then signing into your home network again.
