I'm trying to find this app on cydia. Anyone know why it isn't showing up?

I had the same issue, you must go to sources and add
repo.insanelyi.com
Then look under that source

That's funny because I get it from here: http://hitoriblog.com/apt/ (I don't know why this becomes a link. Just type it on the add window.)

I guess there is 2 different ones or it is listed in multiple spots. Anyway, I can confirm this is what I use and it works on my 2nd gen touch, 4th gen touch, 1st gen ipad, and my verizon iphone.

My FakeClockUp comes from this repository also. Works great and I highly recommend it.
