You have to be logged into the App Store that is offering the apps in question. To buy those apps, you have to set up a payment method tied to that country, such as iTunes gift cards. You also have to enter an address in that country.
Also, some apps are geo locked and can't be used outside their intended countries.

To get apps that are not from your country's App Store, you'll need another Apple ID that's connected to the country from which you want to download these apps. With an Apple ID, you only can purchase from one country at a time. It's not possible to buy apps from different App Stores/iTunes Stores/iBooks Stores.
