Flickering icons

Hope someone can help. When I touch an icon like Keynote, it flickers but doesn't take me to the app. I had this happen to a number of icons before and decided to reset the ipad and start over. The problem still exists. Any suggestions?

G'day, Job Coach. Not sure what you mean by "it flickers". Is it the same as wobbling or jiggling or some similar weird name? I'm sorry if you know this already, but if you hold down your finger on the App longer than a mere tap you will get it jiggling. If you just "tap" it very briefly then it takes you to the App. And welcome to the forum!
