Folder trouble

My create a new folder ability quit working on my Ipad 1. it worked fine before. the icons just jiggle and run
away from each other.

Icons on the edge of the screen "run away from each other". Once you get them giggling, try moving icons that are at the center of the screen together so they merge and create a folder.

Yes they do that sometimes, very annoying!
