Generation 1 Ipad

Can someone please tell me what to do to get my programs back? I screwed up the 4 digit pass code and I can get NO programs at all on my Ipad. I have tried holding the on and off switch while pressing the home button multiple times but nothing. When I turn the I pad on all I get is the word IPAD and then I slide the switch and the next screen I get is Welcome in all languages. Thats as far as it goes.

Is there a way to reload all the programs ? If so, how ?

I'm afraid I am not very tech savy and being an old fart doesn't help.

Any help would be appreciated.
