Globe telecom new ipad3 Personal hotspot issue

I had my ipad3 under globe telecom service here in the philippines, then i notice it has no personal hotspot, i went to globe outlet store to checked the device but they havetried all the troubleshooting and still no perosnal hotspot appears, anyone out there can help to activate it

Globe and Smart initial feedback is that they support it. But they still confirming with their technical support.
