Are you referring to the authorisation codes on the back of, say, an iTunes Gift Card? You can purchase these on the Internet from a wide variety of retailers - including Apple..

I seriously doubt it - since someone would have had to pay for them in the first place and I can't see them then giving them away free.

The OP could be looking for app give away codes. Developers can request codes from Apple, and then give them to customers as a promotion. It is pretty common on some sites like AppAdvice, where they give a few away most days. I've even seen them here, though not recently.
