How can I customize my ipad toolbar ?

If you mean the dock, where different app icons appear, then tap and hold on any icon until they start to jiggle. At that point you can drag icons (and folders) in/out of the dock.
You can also:
delete apps by tapping on the small (x) that appears in the corner
rearrange apps by dragging them around
move apps to other home screens by dragging them to the edge of the screen
create folders or add apps to existing folders by dragging them on top of each other.
Press the home button to exit this mode.
If you are talking about some other feature, please explain.
