Depending on where you are - you may be able to access free video content by using legal apps that you download from the Apple App store.
As an example, in Canada where I live, a number of television networks, "Global" - "CTV" - "CBC" and "CiTyTV" offer some of their over-the-air and cable content for free, after it has aired.
You can access (for a fee) streaming content from several sources such as "Netflix" and "BBC iPlayer", as an example.
You can download (for a fee) television and movie content from "iTunes" and "Amazon", as an example.
