Not yet, whatsapp is developed for phones only. For some reason the developers do not want whatsapp running on the iPad or iPod.

But, if you can jailbreak the device, there is a jailbreak tweak that will allow whatsapp to run on the iPad. But currently there is no jailbreak for ios6 or the mini yet, but everyone is excited because there may be jailbreak released sometime later this week!
