The OS has been leaked to developers and cracked already. The day it was released. There was an article in App Advice about it with a video showing it jailbroken.

apple has let developers download OS4 for more than a month now and is now letting us download the final version of OS4 since June 7th.

Plenty of time to test jailbreaking on OS4 before its released to the public. JB on iPhone 4 however while highly likely will be possible right after release is still unknown until it goes on sale.
