How to code app to support VGA output

I need to code an iPad app to be able to support VGA output while still being able to view the app from the iPad (as I need to navigate within the app while it is projected). Can someone advise how to go about doing this please? I've searched and searched but not found anyone who has been successful. Is this even possible?

That's a question a lot of people have, and the answer seems pretty spotty. I did find a good thread that talks about programmatically acquiring the 'second screen' and brings up some different scenarios for projecting from an iPad to VGA:
