You cannot do this from the iPad - either from Safari or the iPad Forum app (at least, not without considerable difficulty). This needs to be done from a regular PC or Mac. Go to 'ipadforums.net' and then click on 'User CP' (User Control Panel) and you'll be able to upload a photo there.

Hold in mind the Profile picture is not the picture that shows up in posts. You'll want the Avatar for that.
