How to make an iPad 4G a personal hotspot?

Hi,

I recently purchased an iPad 4g and was hoping to use the data I purchased with it to feed my iPhone and laptop. I have been doing this with my iPhone 4 for some time now and was looking for a way to use my new iPad for this instead considering I have more than double the data available on the iPad.

To my surprise I found that the iPad 4 doesn't have a personal hotspot function, nor does it have tethering. Can any one shine some light on this issue as to why? And if apple will be changing this?

I have an iPad 4G and I just go into settings and turn on the Personal Hotspot and it works. We have tested it with iPad WiFi and Adndroid phones. I am on iOS 5.1
