Can i know what is the best app use in ipad to measure jitter and packet loss in streaming video. I am doing a project can u help me?

If there is anything, and I doubt it, it will be in the Cydia store. You will have to jailbreak. I'm fairly certain Apple does not provide (or permit) access to that layer in iOS to developers.
