how to organize and delete photos on ipad?

Hi. I'm new to the site. I'm trying to learn how to organize and delete photos on my ipad. I am working with PC. I would like to group my photos into location sites and chronological and subject matter albums. Can anyone help. This is all new to me and sometimes I am technologically handicapped.
