There is no data virus that can affect iOS. Its just a scam, Go to Settings-> Safari-> Clear History and Website Data. then restart your ipad.

You might have to put the iPad in airplane mode before clearing history and website data.

Hi Tenks - you've already received excellent comments concerning your issue, which is often called 'browser hijacking', 'ransomware', 'shareware', etc., and NOT a virus.

Below is a quote that I often leave on the Mac-Forums for the same purpose, i.e. ransomware on an Apple computer - the first 5 items would also apply to Safari on an iPad - Dave

Ransomware Removal

1. Force quit Safari.
2. Turn off your Wi-Fi or disconnect the ethernet cable.
3. Reopen Safari and close the offending tab(s).
4. Clear ‘History & Data’ in the Safari menu.
5. Reconnect to internet, i.e. Wi-Fi or ethernet cable.
6. Add ‘extensions’: AdBlock & Ghostery.
7. Use Malwarebytes Anti-Malware for Mac.
8. Visit AdwareMedic.
