How to setup WebDAV on Windows Server 2003

I have been trying to setup WebDav on a Windows 2003 server so that Apps such as PDF Expert and GoodReader can read and write to the folder location.

Whilst it seems to work OK when using a Windows client, it does not seem to work for the iPad.

Can anyone advise?
