I don't know if this could happen, but.......

I tried downloading Flappy Bird from my purchased list. What do you know, it downloaded without no hassle. Is this suppose to happen or is this some sort of a bug or something?
 
If it's removed from the App Store, you won't find it in your Purchased list any more, afaik.

The cloud next to the apps means you purchased them, but deleted them from your iPad or they are on another device with the same Apple ID. To download them/install them again (you need not enter a password), tap the cloud.
 
Ah, I see, Flappy Bird (first column, seventh game down) was removed from the App Store yet you still have it available to download.

I wonder if apps are copied to your personal iCloud space and are still available from there even if they are removed from the App Store.

It's up to the developer, but apps can be left available for download for people who have purchased them, even after they are no longer available for new purchases. They will be found under the Purchased tab, and nowhere else.

Many apps developers do this. You purchased the app, it's yours. Apple has no reason to pull it entirely from the App Store's servers unless the developer requests they do so.

Hold in mind there is no guarantee the app will remain available for re-download forever. If nothing else, eventually it will no longer work under a new iOS upgrade; since it will never receive updates again.
